2025 Open Enrollment
The Franklin-McKinley School District (FMSD) provides the following comprehensive medical, dental, and vision coverages for its active employees, retirees, and their eligible dependents.
Medical Benefits
FMSD offers comprehensive medical plan options via Kaiser and United Healthcare (UHC). Both carriers presented their plans at our Annual Health Fair on Thursday, October 17, 2024. Please click the following links for the presentations.

Waiver Form
Waiver Forms are required for all employees waiving medical health benefits. If you want to continue receiving dental and vision through the district, but not medical, you are still required to fill out a waiver form. (You will still receive dental and vision benefits).
Monthly Premiums
You can click here for the monthly premium contribution for all plans offered from January 1, 2025 through December 31, 2025.
Kaiser Plans
Current Kaiser options include a "Traditional HMO" and "Deductible HMO (HSA) Plan." All Deductible HMO (HSA) Plan members are required to complete a new Health Savings Account (HSA) Salary Reduction Agreement each year (2025 HSA Salary Reduction Agreement) Please click on this link for a summary and description of the Kaiser Plans . UnitedHealthcare Plans
Under the UHC HMO Harmony Plans (formerly called the “Canopy” or “Limited” Plans) and Signature Value Network Plans (formerly called the “Full Network”) premiums paid by employees remain the same. The UHC PPO/HSA plan premiums paid by Certificated and Management increased. Delta Dental
The district offers a High and a Low Dental Plan. The premium for the Low Dental plan option is covered by the district at 100%. Employees choosing the High Dental plan for the 2025 benefit year, must make a commitment to remain in the High plan for at least two years. Employees who are currently in the High plan have the option to move to the Low plan or remain in the High plan. Employees choosing to remain in the High plan will also have to make a two year commitment to remain in the High plan starting January 1, 2025.
VSP
The Premiums for VSP is covered by the district at 100%.
Flexible Spending Accounts Including Child Care & Commuter Benefit
Employees wanting to continue in the PayFlex program or enroll for the first time are required to fill out a Inspira PayFlex Enrollment Form per IRS regulations. Enrollment forms are attached and also available from Lolita Castillo in Benefits. Debit cards will be reactivated each year with the new elected amount.
- Inspira Financial (formerly “PayFlex”) is an IRS-driven program covering healthcare and dependent care. It allows employees to have a certain amount of money taken out of their checks on a pre-tax basis to cover eligible expenses such as co-pays, dental costs, glasses, and certain over-the-counter drugs. The dependent care portion covers costs such as babysitters and in-home care. Under the commuter account, employees can put aside money for transportation and parking expenses.
- Employees wanting to continue in the Inspira program or enroll for the first time must fill out a new enrollment form per IRS regulations. Enrollment forms are attached; if you need more information, please contact Lolita Castillo in Benefits.
- Upon request, debit cards can be provided with the newly elected amounts.
- We continue to offer a Commuter Benefit through Inspira at https://inspirafinancial.com/ for FMSD Employees Only!
- The benefit works through an online transportation pass ordering system. With this program, you can pay for your eligible transit costs with pretax dollars up to the monthly IRS limit.
- You simply place your order online, and the cost is deducted from your paycheck. Inspira charges a processing fee of $5.15 per order; this amount will be deducted from your paycheck at the time of your order. Passes will be mailed to your home.
- This benefit only covers your transportation costs to and from work. For more information see the attached flyer.

Optional Colonial Life Policies
- FMSD continues to partner with Colonial Life to offer various optional, voluntary benefits to help pay for out-of-pocket expenses that may not be covered by your current medical and dental plans offered by FMSD. Examples include paying for out-of-pocket medical expenses, household bills, travel expenses, and replacing missed wages. Many employees like that benefits such as disability, accident, and hospital are paid directly to them, so they can use them where needed.
