Measure H Bond Updates

School Modernization Projects Completed with Measure H Bond Funds and California Clean Energy Act (Last Updated: March 27, 2026)

On June 7, 2016, Measure H was approved with a 77% yes vote by the Franklin-McKinley School District community-San Jose. The Franklin-McKinley School District will receive 67.4 million in funds through a series of project phases to make necessary upgrades to school facilities.

We thank our community for the upgrades the district was able to complete for the safety of our staff and students:

New Speed Bumps: Between the fall of 2019 and Spring of 2020, all schools in Franklin-McKinley School District received speed bumps to their parking lots for added safety. Cost: $500,000 (Measure H funding).

Shirakawa School: New Perimeter Fencing increased safety of students and staff at Shirakawa School, a new perimeter fence was added along the creek behind the school. Cost: $640,000 (Measure H funding).   

New Intruder Function Locks: These locks have been installed on all classroom doors in the school district for added safety. Cost: $203,000 (Measure H Funding).

Sylvandale Middle School: Emergency Window & Wall Replacements: Due to water damage, several classroom and administration buildings have been replaced in phases. Cost: $2.1 million (Measure H Funding).  

Exterior Painting of Schools: Bridges Academy, Capt. Jason Dahl, Kennedy, McKinley, Jeanne R. Meadows, Ramblewood, Santee, Shirakawa, Sylvandale Middle, Windmill Springs. Cost: $1,467,425 (Measure H Funding).

Franklin Elementary Modernization: Security Fencing, Hazardous Abatement, New Field Turf, Window Coverings, Replaced Old Portables with New Construction Buildings, Kinder Shade Structure, Lighting Upgrade, Energy Management System. Cost: $9,363,723.00 (Measure H Funding).

Hellyer Elementary Modernization: Old Portable Classroom Removal, Kinder Shade Structure, New Staff Parking Lot, Field and Track Improvements, Site Security Fencing. Cost: $2,671,733.00 (Measure H Funding).

Kennedy School: Expansion of Campus, New Field, Kinder Shade Structure, Site Security Fencing, Play Structure, Student Restrooms, Outdoor Covered Eating Shade Structure, Administration Office Modernization. Cost: $2,996,118.00 (Measure H Funding).

Daniel Lairon Elementary: Campus Modernization, New Roof, New Heating, Ventilation, Air Conditioning Units, Underground Utilities Upgrade. Cost: $10,900686.00 (Measure H Funding).

Santee School: Frontage Modernization, Field & Track Improvements, Playground Paving, Cost: $3,280,372.00.

Windmill Springs School: Campus Modernization, Old Portable Classrooms replaced with a New Building, Field and Track Improvements. Cost: $12,949,769.00 (Measure H Funding).

California Clean Energy Act Prop. 39 

The Franklin-McKinley School District was awarded an additional $600,000 in funding which will support a phase 2 project at Bridges Academy, ACE Charter, and Cornerstone Charter that will improve energy efficiency and expand clean energy generation in schools. This funding will be distributed over the next year. We have received funding to retrofit lighting at the 3 sites.
