Citizen's Bond Oversight Committee

Purpose

The purpose of the Citizen’s Bond Oversight Committee (CBOC) is to provide oversight of the District’s use of bond proceeds and report to the Board and public on their findings. Specifically, the CBOC will ensure all funds are used in support of the projects included in the bond measure and not for unspecified projects, general operating expenses, or teacher salaries. The CBOC will also review cost-saving measures and review the annual independent audits that are required of general obligation bond funds. The CBOC meets at a minimum of 3 times per year and each meeting usually takes 45 minutes. You are not required to have any previous construction experience to be a CBOC member. In addition, each meeting can have a translator provided, if needed. CBOC members will receive a Chromebook and hotspot to connect remotely to meetings.

  • Brian H. Rosas, Parent of a child enrolled in the District
  • Eric Lanyon, At-Large Community Member - Resident of FMSD
  • Robin Goka Huynh, Parent of a child enrolled in the District and involved in PTA
  • Kevin Rumley, At-Large Community Member - Resident of FMSD
  • Vacant, Taxpayers’ Association
  • Vacant, Member active in a business organization located in the District

Becoming a Member

The District’s Governing Board is requesting written applications for the openings based on criteria established by Proposition 39, the applicants must:

  • Reside within the District boundaries.
  • Must be at least 18 years of age.
  • Comprised of individuals from the following categories:
    • One member who is active in a business organization representing the business community located within the district
    • One member who is active in a senior citizens organization
    • One member who is in a bona fide taxpayers’ organization
    • One member who is a parent of a district student and is active in a parent-teacher organization
    • One member who is a parent/guardian of a district student
    • Two Members at Large
    • Members serve two-year terms without compensation.

The Superintendent or their designee, the Assistant Superintendent of Business Services, and the Director of Maintenance & Auxiliary Services will interview applicants and submit recommendations to the Board of Education for appointment.
