Local Control and Accountability Plan

We are seeking input from all district educational partners including parents, families, teachers, board members, administrators, staff, and community members regarding our Local Control Accountability Plan (LCAP) for 2024-2027 school years.

 

We are looking for input on the following topics:

  • Special Education 
  • School Programs and Services
  • Instruction and Student Engagement
  • School Culture, Climate, and Safety
  • Parent Involvement
  • Language Acquisition Programs

LCFF and LCAP

The Local Control Funding Formula (LCFF) represents a major change in how California supports local education agencies. It provides new decision-making authority to districts, empowering them to act based on the needs they see for students. This shifts the state from treating school funding as “input to support students” to “resources that are linked to performance expectations.”

Complementing these changes is the required Local Control and Accountability Plan (LCAP). The LCAP is the Funding Formula vehicle for transparency and engagement. Through the development of their LCAPs, districts are expected to articulate and share the performance data, needs, actions, and anticipated outcomes that are guiding their use of Supplemental and Concentration State funding.

Members of the public have the opportunity to submit written comments regarding the specific actions and expenditures proposed in the plan or plan update directly to the Superintendent.

Franklin-McKinley School District Federal Addendum 2023-2024

 

The LCAP Federal Addendum is meant to supplement the LCAP to ensure that our District has the opportunity to meet the provisions of the Every Student Succeeds Act (ESSA). The document identifies how federal funding will support the District's LCAP goals.

Learning Continuity and Attendance Plan 2020-21 (LCP)

For the  20-21 school year,  the District was required to provide our community with our plan for educating our students during COVID-19. The plan was approved by our Board on 9/22/20. See links below to review the plan.

What is LCFF and LCAP?
 

LCFF (Local Control Funding Formula) requires school districts to involve parents in planning and decision making of the Local Control and Accountability Plan (LCAP).

 

It also:

  • Shifts spending decisions from the state to your local school district.
  • Requires your school district to focus on the eight key areas that help all students succeed.
  • Provides extra funding for students with greater challenges.
  • Gives your district more flexibility for how to spend its money to improve local schools.
